A new network of cooperation had been established between the Securities and Exchange Commission and the F.B.I.That cooperation hadn’t been easy to establish but it had finally come to pass. Chad’s U.S. calls were being recorded by both agencies for the investigation and prosecution in the near future.

Getting the recording set up for the African calls was easy now with the new systems in operation. Recently launched satellites had made this all possible along with the new Pegasus program. But most likely there would be few calls as they would be out “in the bush” for weeks on end.

The phone rang and was quickly answered by a man. “This is Gasabo Station. Joseph Tankengi here,” the man answered in perfect English.

“This is Todd Jacobson in the United States of America with the F.B.I. I need to talk with someone in charge of International Criminal Investigations please.” “That will be Chief Mugabo Brown sir. I will connect you.” “Thank you very much.”

The Chief of Police was gently drying his face after washing it again in cool water after his long and dusty journey by bike. He was soon in his uniform and seated at his desk.

“This is Chief Mugabo,” he answered in text book English with a very slight French accent. The Chief’s first name meant “Man.” His parents parents spoke French at home as their second language. English was his third language after his first, which was Swahili. He had learned English early in school and had nearly lost his French accent. He spoke all three languages, perfectly.

“This is Chief Mugabo. With whom am I speaking to and what might I do for you sir?”

“This is Todd Jacobson and we need to talk. There are several Americans heading your way in a few weeks from New York to go on safari. Two Americans in that group are heading your way for their honeymoon vacation. They are traveling among several Americans coming on a safari vacation.

However two of them are more than they might seem. The future husband is a criminal of epic proportions along with his family. The future wife seems to be unaware of the criminal investigation or activity. It is a stock fraud case with world wide implications, reminiscent of the Lehman Brothers debacle. We only have a couple of weeks to set things up.”

“This sounds all very interesting. How might I be of service to you and your nation?” “Well, we need to put people in place to watch them while in the major cities and while on safari. We are interested in monitoring any bank transactions or international phone calls. His name is Chad Williams.” Todd didn’t mention the satellite capabilities of the U.S.

“Well, I’m sure we can accommodate most any thing you need. We are a very modern police force here with many men at our disposal.
