Aug. 20, 2026 – “Joe in Africa”

Chief Mugabo’s parents spoke French outside of their home but only spoke their native language of Kinyarwanda in their home with their children. They didn’t want the language to be forgotten by their children.

The Chief of Police had learned English early in life and spoke both French and English perfectly.

Todd had almost dozed off as he waited to be connected. It was now 1:30 am in new York but but he had no one waiting for him at home so that mattered little. His wife had left him long ago.

“There are several American tourists heading your way in a week or so from here in New York City for a honeymoon starting in your country. Most of them are simple tourists. However, two of them are more than they seem.

The husband at least, is suspected of being a criminal of epic proportions along with his family in the financial industry back here in the states. His is wife may be innocent but we aren’t sure at the moment.

The crime is a series of stock fraud cases with international implications, reminiscent of the Lehman Brothers debacle. We only have a few days to set things up.”

This all sounds very interesting. How might my country and I be of service to you and your nation, Mr. Jacobs?”

“Well, we need to put a task force together to watch over their movements as they travel through several of your major cities and while on safari through East Africa. After leaving your country in a week or so they will be off to Kenya and Tanzania.

We are very interested in monitoring any bank transactions, international phone calls they might make as well as seeing who they might have meetings with while in Africa. Our target’s name is Chad Williams and the secondary target is his new wife, Suzan
Williams. They will be on their honeymoon.

We don’t suspect the new wife in this case yet. We think she is in the dark about most of his illegal activities, by the way. We aren’t sure, but she looks like an innocent victim at the moment.

Todd went on to mention the use of American satellite capabilities and that they had been used for several months.

“But of course, human intelligence close at hand, is usually the best.”

“Well Mr. Jacobson, I’m sure we can supply you with most anything you need in that direction. We are a very modern police force here with many men and women at your disposal.”
