Chapter Twenty-two

Todd Jacobson pushed a button on his computer and it buzzed to life. He taped his fingers on his desk while waiting for it to boot up.

He looked for the pages with the email addresses of all the proper legal authorities around the world on them. He noted typos and wondered. It was a very long list.

He wasn’t known for his patience at home or at work. He scanned the list until he found what he had been looking for.

Todd had been working for the F.B.I. for several years now and with the Securities and Exchange Commission on this investigation for months. He had been involved occasionally on other investigations with them but not as head investigator.

He had finally been given the green light by his boss to contact Interpol in London, the police in Rwanda and perhaps other African nations regarding the Williams investigation. Chad’s honeymoon trip to Rwanda and perhaps other African nations made that a necessity now.

He would be asking for help in setting up surveillance teams on Chad and Suzan Williams while they were in Africa. He thought it would take some time and a good deal of red tape to get these in motion in Kigali, Rwanda.

As far as the Securities and Exchange Commission was concerned, Chad Williams and his father were were deep into a multi-million dollar stock manipulation scam and they and the F.B.I. needed help from Rwandan authorities as the new Mr. and Mrs. Williams were leaving the country for Africa soon.

The case wasn’t ready to make arrests, just yet. The two organizations hoped that a survelence team keeping their eyes on them and watching their every move in their hotels and on their long honeymoon in Rwanda and on the rest of the trip might lead to some more incriminating evidence.

They also hoped to gather more information on Chad through his international phone calls which were now being monitored. These agencies hoped to have people watching their every move in their hotels and on their long vacation in Rwanda and on the rest of the trip.

The F.B.I. wasn’t sure how many more suspects there were in the wide ranging scam. In any case, the suspected Chad’s family members were all equally responsible and involved in the massive fraud until proven otherwise.

The F.B.I. had access to satellite resources. Interpol’s new and improved satellite phone recovery software was up and running now and might help as well, but it was a newer system and not yet proven to be all that reliable. There had been problems in the past. The U.S. were also using the Pegasus system developed by Israel. Phone calls monitored back in the United States had also supported the investigation.

The investigation had started several months ago after there had been many similar complaints from clients and their family members about how the Williams brokerage house statements didn’t match up with reality or expectations. These irregularities couldn’t be explained away easily by their brokers.
