A new network of cooperation had been hammered out and was now being run jointly by the FBI and with the Securities and Exchange Commission following suit. That cooperation wasn’t easy to come by but it had finally been arranged.

Chad’s U.S. calls were already being recorded for this investigation. Interception of his international phone calls would be made easier after this new cooperation between Interpol, Israel and Rwandan autorities working together. Recently launched Israeli and U.S. satellites along with Rwandan cooperation had made this all possible.

The thin man washed his face in a large bowl of cool water and dressed in his native clothing. He wrapped himself in his long colorful Gandura. He then put on several bracelets and his rough hand made sandals with the old worn out tire tread soles under a single light bulb that illuminated his and his wife’s small bedroom.

His perfectly pressed police chief’s uniform in the narrow closet of his office. He wopuld change into it when he arrived at work at 8:30am, if all went well.

His wife of twenty years made breakfast while he dressed. She wore her equally colorful mushanana and matching head dress as she worked in the kitchen. She had a pleasant face and demeanor. They chatted as long married couples chat over their meager meal.
